The responsibility of all countries is protection our atmosphere, hydrosphere, lithosphere, and biosphere. The same rules should apply to cyberspace, which is crucial to the world community economic and security of all countries.
Cyber attacks are increasing worldwide and the US Secretary of State Hillary Clinton declared that an attack on one nation's computer networks “can be an attack on all.” It's obvious that the cyberspace nowadays has come under threat. Cyberspace must be considered like outer space, international waters, and international airspace, as common property common of all countries. I would like to remind you that the Internet in fact does belong to nobody. Like ocean piracy and airplane hijacking, cyber-crime cannot be allowed to go unpunished if mankind is going to safeguard common assets and collective interests.
